On Improving the Legislative Regulation of Public Transport Services in Russian Cities and Urban Agglomerations
Abstract
The article analyzes the legislation in the field of urban passenger transport, noting both its strengths and weaknesses. It concludes that it is necessary to develop a draft law creating a comprehensive public transport service system for the population, particularly to shift transport and investment policy priorities from the predominance of private cars to a more extensive use of public transport and individual mobility solutions.
