The journal "Transport of the Russian Federation" is intended for executives and leading specialists of the transportation complex and related industries, as well as representatives of the executive and legislative branches of the Russian Federation government. It is published with the support of the Ministry of Transport of the Russian Federation.
The journal covers topics such as transportation legislation, investments in the industry, the development of public-private partnerships, customs and transit policies of the state, implementation of transportation infrastructure projects, introduction of information technologies, ensuring safety in transportation, freight, and logistics, as well as professional training of personnel.

The article examines the strategy for managing the development of the “North–South” International Transport Corridor — a large-scale system through which Russia becomes one of the global economic poles and a world-class transport hub. This enables Russia to ensure its own security, confirm its status as a great power, and act as a guarantor of food security and accelerated development of the corridor’s member states.
The paper examines the elements of the inland waterway transport subsystem, analyzing their current state and development prospects through improved connectivity with railway transport. Proposed are the optimal locations for river hub ports, characteristics of vessel routes along the most relevant directions, the types of fleets ensuring maximum load, and forecasted cargo volumes.

The article analyzes the legislation in the field of urban passenger transport, noting both its strengths and weaknesses. It concludes that it is necessary to develop a draft law creating a comprehensive public transport service system for the population, particularly to shift transport and investment policy priorities from the predominance of private cars to a more extensive use of public transport and individual mobility solutions.

The article provides a comparative analysis of trends in the development of conventional and high-speed railway infrastructure. It studies the dynamics of both types of infrastructure and their impacts on society and the global economy. Examples are given of countries that played a key role in the development of both conventional and high-speed rail systems.
The article analyzes the process of state regulation of urban passenger transport fares. A methodology for calculating and adjusting passenger fares in Simferopol is applied. The calculation is based on economically justified costs, taking into account the minimum planned profitability of the transport company. A comparison with a socially oriented (maximum acceptable) fare is provided based on the population’s payment capacity.

The paper analyzes traffic accidents at railway level crossings. It identifies that the introduction of intelligent transport systems will improve the efficiency and safety of road traffic. The future of railway crossings is linked to full digitalization, automation, and the adoption of the “zero-accident” principle. Ensuring safety at level crossings is a comprehensive task that requires a combination of technical solutions, regulatory measures, infrastructure modernization, and public participation.

The goal of the study is to develop an effective method for increasing the throughput capacity of the Eastern Polygon. The proposed method is based on increasing the intervals between train packets. Its implementation is especially relevant for the Eastern Polygon, as it will improve the use of capacity in combination with technical measures, opening opportunities to improve the quality of transport services for Russian logistics companies.

The paper highlights the challenges faced by the maritime transport sector in implementing unmanned shipping technologies, particularly regarding the preparation of port infrastructure. It discusses the specifics of transferring control of Maritime Autonomous Surface Ships (MASS) between remote operation centers and port facilities, as well as the interaction between autonomous ships and tugs, including pilot assistance and berthing.
The article proposes a methodology and recommendations for laying temporary railway tracks on unprepared surfaces for rapid deployment in special operations and emergency situations. It presents a unique Russian patented method for forming such a track and the design of the required devices. The method is based on incorporating a viscous element into the under-rail foundation. Technologies for track laying on unprepared surfaces are described.

The study presents the results of modeling the dynamic behavior of a train driver’s body in the workplace during a head-on collision with an obstacle on the railway track. The likelihood of injuries is predicted using a 50th percentile virtual human model (male, height 1.75 m, weight 77 kg). A new approach is proposed to improve structural protection of the driver’s workplace through the use of airbags.
The authors present the main approaches to generating and simulating diagnostic signals of defects based on the structural diagram of the mechanism. The principal analytical relations for describing the vibration signal of a defective mechanism with amplitude and frequency modulation are presented. Approaches to modeling the acceleration and deceleration stages of the mechanism are explained, and a method for modeling the noise component of the signal is proposed. Possible applications of simulation modeling for vibration diagnostics are described, along with a brief summary of results.
ТРАНСПОРТНЫЕ СРЕДСТВА И ТЕХНИКА
The paper discusses preventing detachment of the rubber element from the metal shells in longitudinally split spherical rubber-metal joints used in domestic freight locomotives. It proposes modernizing the joint by changing the shape of the recess to prevent rubber flow toward free surfaces, achieved through additional mechanical treatment after vulcanization. A promising solution is the development of a modification with radially split outer shells.
Based on an analysis of operational failures of long-base flatcars (wheelbase ≥ 17 m) using statistical data from 2010 to 2020, the structural elements most frequently damaged in service (mainly due to crack formation) were identified. The probability of failure-free operation of long-base flatcar frames (for the considered types of failures) over their calculated service life has been assessed.
The paper substantiates the relevance of developing a comprehensive diagnostic strategy for determining the technical condition of contact system support structures. It presents an analysis of existing solutions on operational sections and emphasizes the importance of considering the life cycle of supporting structures during maintenance. A model is proposed for determining the timing of catenary bracket adjustments during operation.

A methodology is proposed for assessing urban transport noise levels and developing measures to reduce noise, based on aggregating impacts from various sources and considering the geometric parameters of the master plan and vehicle trajectories. The modeling of road traffic noise and its effects on buildings is discussed, which enables the development of effective noise protection strategies.
КАДРЫ
A forecasting model of the personnel potential of the regional automotive transport complex has been developed, incorporating elements of a combined-type automated management system. The model is based on gross regional product (GRP) indicators and includes two feedback loops. The initial data are not the standard statistical output indicators of the automotive transport industry but the number of registered vehicles in the region and the normative number of specialists per vehicle, considering vehicle categories. An algorithm for forecasting the personnel potential of the regional automotive transport complex has been developed.
The paper presents an analysis and the development of mathematical models for personnel recruitment in the civil aviation sector. The use of fuzzy set methods in aviation personnel recruitment is proposed, which allows for more efficient selection of candidates based on their attributes and the requirements of the intended position. Applying a fuzzy-set-based model enables the creation of a flexible and adaptive system capable of making decisions under vague or imprecisely defined conditions.
